About Richard

Richard grew up in Dubuque, Senior High School class of 2000.  He attended the University of Iowa and graduated with a B.S. in Math & Computer Science.  He attended Northwestern University School of Law, graduating in 2008 with distinction.  During law school he had internships at two corporate law firms, but chose to take a commission with the U.S. Army Judge Advocate General’s Corps.

As a JAG Corps attorney, Richard was stationed first with the 1st Armored Division at Fort Bliss, Texas.  He was quickly tasked with handling a variety of criminal prosecutions, including a number of sexual abuse cases and a murder case.

He deployed to Afghanistan for a year, taking a forward deployment to FOB Salerno in Khost Province.  There, he earned a Bronze Star for his work with local Afghan prosecutors.  As a lone JAG officer (supported by platoons of riflemen whenever he was off base), Richard promoted rule of law and transparent criminal prosecutions in a society that had been wracked by conflict and corruption.  Afghanistan was, and remains, a stark lesson about the fragility of peace when rule of law gives way to corruption.

Richard’s time in the Army spanned from 2008 – 2014, and he separated honorably as a Captain.  Richard returned to Dubuque and practiced law as a private attorney.  He joined the Dubuque County Attorney Office in March 2018 and has primarily prosecuted sex crimes and domestic violence crimes.  Richard was recognized by the Northeast Iowa Sexual Assault Response Teams as the 2020 Member of the Year for his vigorous prosecution of sex crimes and respect for the rights of victims.

Richard met his wife Sandra in Dubuque, where she was also an attorney and now dedicates her time as a Realtor. The two were married in December 2016; they have a son Leo, age 4, and a daughter Sigrid, born January 2022.   

Richard has always been active in the community, including prior service on the Dubuque Parks & Recreation Commission, the board of the Northeast Iowa School of Music, and the board of the Dubuque Humane Society.  He is a member of the Ancient Order of Hibernians and American Legion Post #6. 

Richard plays piano at Nativity Church and St. Columbkille’s, and plays viola with the Dubuque Community String Orchestra and occasionally the Dubuque Symphony Orchestra.
